You gain this Legacy advantage when completing the deliveries of 
Sphinxstone storylet by delivering to Penstock without choosing a past. (You will NOT receive this item by delivering to The Bright-Eyed Sequencer.)
Or by assigning No-one at the event Receive an Embassy.
