Elegiac Cockatoo can be recruited by exploring the swamp in Mangrove College by doing the Into the Wisp-Ways action and getting the "A conversation between birds" event. If you're at the required stage in The Bandaged Poissonnier's quest, you can also buy one at The Sober Showman's Exhibition, in exchange of a Sunlight-Filled Mirrorcatch Box.
