The Gods of the Zee: Salt's Attention can be obtained in the following ways:

In the A skilled crewman event, which is a continuation of A Raggedy Fellow event which can happen when exploring Port Cecil when Something Awaits You ≥ 81 and ≤ 100, or Venderbight when Something Awaits You ≥ 46 and ≤ 60.
In the An Exile Aboard? event by choosing Permit it which is triggered after you dock in Codex and do Strategic Information for the Admiralty action. This quality is theoretically repeatable, but practically too rare to count on.
In The House of the Question in Whither by doing the Gain Salt's Attention action.
In Hunter's Keep by doing the Luncheon with the sisters: Cynthia action. It's worth noting that Hunter's Keep provides the cheapest and the most convenient way to gain any of the three attention qualities, however you can only do so for a limited number of times before this method becomes unavailable.
In the A white zee-bat event, you can choose to feed the bat to gain Salt's attention at the cost of a crew member.

Allows you to find an Extraordinary Implication at the Salt Lions
The Nacreous Outcast needs it to find a sphinxstone chess-piece at the Salt Lions, for The Pulse of the Principles storyline.
The View from Above which is randomly triggered while you explore Gaider's Mourn or Mount Palmerston has an option Prayer to the god called Salt which will trade The Gods of the Zee: Salt's Attention for +2 x Mirrors and +2 x Pages. It is worth noting that the same random event has a past-based option that increases your past-related attribute by 5 (as long as it's no more than 100), and doesn't cost you anything.
In Shadowy work in Khan's Heart this may, if the "A blessing" opportunity is available, be used to improve your Networks: Khan's Heart. This action will remove Salt's Attention.
Required to advance the story of the Carnelian Exile for the "Bread and Salt" action.
